When can you play a skip card in Phase 10?

Skip cards cannot be used as a part of a phase, and they cannot be picked up from the discard pile. If the dealer starts the discard pile with a Skip card, the first player is skipped. To play a Skip card, simply discard it from your hand into the discard pile. The next player is skipped.

How much does a skip card count in Phase 10?

Players count up the total value of cards left in their hands (the fewer cards left in their hand, the better) and score them as follows; five points(5) for each card with value 1-9. ten points(10) for each card with value 10-12. fifteen points(15) for a Skip.
